Task 2: Some people believe that the government should spend more money putting in more works of art like paintings and statues in cities to make them better places to live in. To what extent do you agree or disagree?

1. Introduction:
   1. Giới thiệu chủ đề bài viết bằng cách paraphrase đề bài:
      • Some people believe that → some people suggest that.
      • The government should spend more money → more state budget should be spent. 
      • Putting in more works of art like paintings and statues in cities → providing more pieces of art, such as paintings and monuments.
      • To make them better places to live in → in order to improve the quality of life in cities.
   2. Thesis statement (nêu ý kiến của người viết và/hoặc mục đích của bài viết): However, in my opinion, this does not seem to be a practical idea.
2. Body paragraph 1:
   1. Main idea: Carrying out this plan requires not only money but also a lot of other conditions.
   2. Explanations: 
      • Building monuments and statues needs both money and a lot of land.
      • Paintings can take up less space but need usual preservation because bad weather conditions can damage these works.

→ It is an interesting idea to have more monuments and paintings in cities, but this seems to bring more problems than solutions.

→ Other ways to make city life richer include developing sport centers, museums, libraries, and bookstores.

3. Body paragraph 2:
   1. Main idea: There are other more important needs the government has to deal with. 
   2. Examples:
      • It takes a lot of budget to build, keep in good condition, and improve traffic infrastructure. 
      • There is a great need for good medical centers, especially when people’s health has declined after COVID19.
      • Making and carrying out environmental policies is another important task when climate change is affecting the earth more and more. 
4. Conclusion: Although many people think it is necessary for cities to have more pieces of art such as statues and paintings, I do not think this is a good idea, because of the resources it would require and other more important tasks to be dealt with.

3. Sample Answer 7.5+

Some people suggest that in order to improve the quality of life in cities, more state budget should be spent erecting monuments and providing paintings. However, in my opinion, this does not seem to be a practical idea.

First and foremost, the construction of monuments and statues occupies not only significant financial resources but also large quantities of land. Paintings, while perhaps not taking up much space, demand frequent preservation from deterioration due to natural damage. Offering more works of art is an interesting idea to help promote the living space inside cities, but not at any cost, especially when urban land funds are becoming increasingly scarce. Meanwhile, to enrich the cultural and spiritual life of a city, there are other feasible and more long-term measures, including developing sport centers, museums, libraries, and bookstores.

Moreover, the government is also presented with other priorities, such as infrastructural, medical, and environmental issues, to name but a few. Building, maintaining, and upgrading traffic infrastructure, for instance, requires substantial allocation. The need for advanced medical centers is also enormous, particularly in the context of post-COVID health decline across the community. Formulating and implementing environmental policies is yet another urgent task, given the accelerating threat of climate change. All of these are among the pressing issues to be addressed if life quality in cities is to be enhanced.

In conclusion, although many people emphasize the need to supplement city life with more pieces of art such as statues and paintings, I rather doubt the practicality of this notion, considering, first, the resources it would require and, second, other priorities.

Một số người đề nghị rằng để cải thiện chất lượng cuộc sống ở các thành phố, nên dành nhiều ngân sách nhà nước hơn để dựng tượng đài và cung cấp tranh vẽ. Tuy nhiên, theo tôi, đây dường như không phải là một ý tưởng thực tế.

Đầu tiên và quan trọng nhất, việc xây dựng các tượng đài và tượng đài không chỉ chiếm nguồn tài chính đáng kể mà còn chiếm một lượng lớn đất đai. Tóm lại, mặc dù nhiều người nhấn mạnh sự cần thiết phải bổ sung cho cuộc sống thành phố nhiều tác phẩm nghệ thuật hơn như tượng và tranh vẽ, nhưng tôi khá nghi ngờ tính thiết thực của ý tưởng này, sau khi cân nhắc, trước hết là các nguồn lực mà nó sẽ yêu cầu và thứ hai là những ưu tiên khác.
